Unfortunately I don't think this is possible with MapPoint (i.e. to programmatically loop through and determine the census tract or territory for each point).

What you might try to do is get a list of the census tracts that are in each territory, download the census tract boundaries from census.gov, get your points out of MapPoint (export the lat/lons using a tool like the Pushpin Tool) and perform the anaylsis in a GIS like MapInfo or Manifold.
