Yes, they can.. you would need to download the census tracts from census.gov if you don't already have them.
Point in polygon is a pretty basic feature in a GIS like Manifold or MapPoint.. it's still possible but it's not as easy to do with MapPoint, you would have to import the census tracks as "shape" objects and then loop through with some custom programming on each one to figure it out. Finally, you'd still have to match it up with your list of which census track is in each territory.
I don't know if either MapPoint or Manifold has a trial version you can check out, but I know ArcGIS (ESRI) ships a student version in one of their books, that would also accomplish it.
