Yes if you create your routes with a program.

The Route.Waypoint Object allows you to define:

objRoute.Waypoints.Item(1).SegmentPreferences = geoSegmentPreferred

The options are:

2 geoSegmentPreferred
0 geoSegmentQuickest
1 geoSegmentShortest

Note you set this for each item in the waypoint collection.
