There are several mapping products with APIs. The ones I see the most are:

ESRI's ArcObejcts (stay away from Mapobjects, I have heard it is being phased out so don't expect upgrades or much, if any, support). http://www.esri.com/software/devsolu...cts/index.html

As expected, all of them claim to be the easiest, cheapest, and best. After your comparison let us know what you found.
