Can anyone tell me what format MP2002 expect a census tract to be in?

I tried to create territories using a MsAccess table by census tract and none of them were successfully mapped.

I am my census tract is a concatenation of fips_state_code, fips_county_code, and fips_county_census_tract_code (e.g.: 17097865502)
