I had the same problem when hosting on xp, to fix I had to untick the checkbox in Security>>Authorization>>"Enforce access checks for this application". This is how all the other server activated objects are setup in com+, once I did that I was able to start it without errors. Before that I couldn't even start it when logged in as admin and using dcomcnfg to start it...
