I know this is extremely offtopic, but I need a quick answer.

I'm using Navtech data we bought, my question is, the polyline that represents elements of a specific layer as Streets are referencing the middle of the street or what? What about width?

Or do I have to look in some DBF field? (I know there's one specifing Lanes f.ex.)
