Technically MapPoint 2002 can be run over an intranet (with some performance problems and other minor issues), but the licensing agreement severely limits server-based scenarios. In simple terms, the only scenario that is feasible is one where each "client" has a license of MapPoint 2002 - this obviously defeats the purpose of running MapPoint on an intranet server.
