You're pretty much limited to the geographic layers MS decided to inlcude with the product.. MapPoint does shade urban/rural areas differently at certain zoom levels but that's all that's built in apparently. You may be able to import a drawing layer if you have already have city boundaries in a GIS format when Microsoft releases its "developer sample" for doing this later in the year..
