This is often referred to as Windows DLL hell - the version of a system file (in this case the one that serves up common dialogs) on your PC is not the one the application expects. The best idea is to call your IT support person and/or ensure you are running the latest service pack of your Windows version - that may fix it. Also, if you have access to another PC, try running the utility there.
