Mappoint location server is more easier in terms of programming. But ESRI products are more tuned for performing high end GIS analyses etc. I feel MapPoint is good for simple mapping applications. ESRI has similar product called ArcWEB services instead of ArcGIS that you have specified. I can give you a better idea if you can specify your objectives more clearly, ie what you are trying to achieve. Hope this helps. Thanks
