The update happens once every 15 seconds. This obviously isn't a technical issue; it was put in Microsoft to satisfy its data vendors (NavTech specifically). The only (legal) way around it is to develop your own GPS interface in MapPoint (as a COM Add-in). Some people have actually done this. A good example is at www.techgt.com/agps/.
