The Single State Mapper is actually Eric Frost's - I only sell that one
Although the default is white, the colors can be changed to gray quite easily.
It will do what is required, except it is only setup for the US. Ie. you can draw maps of single US states only.
If you ask Eric nicesly, he might create a European version - but I doubt it will be free.
