I am looking to develop a fleet management app in vb.net using gps. I have been working with Mappoint and it appears ok for my needs. We have an in-house GIS department using ESRI products and using those shapefiles and sid satellite overlays would be great.

I was wondering what the community thought was the best development product using .Net 2.0 Using commercial maps are not really a big deal although I would most like to use our shape files.

The system can be somewhat web based as it is for our Ambulances and they will have network access. My problem is that in some of our remote areas, the speed is not really fast enough for something like Google Maps or MS Live. I would appreciate any input on this.
