Can I blackout areas that are not in my area/route??

| Can I blackout areas that are not in my area/route?? I am a home inspector. I have one particular county that is my area. I would like to completely blackout all of the surrounding countys so that the only area shown on the map would be my county. Is this possible? If so How? It would also be great if there were a way to lock the map so that it would not scroll past the edges of my county/area. I need this because I use a Pen-tablet computer in the car. Every time I try to adjust it to see my route it winds up scrolling past the point I need and I have to pull over to get my berrings. I waste a great deal of time with this procedure.
