I was wondering if anyone can fill me in with some deatils about D GPS. IS DGPS available for public use or is it restricted to government usage. And is there any company that sells D-GPS capable chipsets for making GPS?

DGPS is available for public use. I think in every country are a few DGPS providers. Maybe try a search on it on googls ? I think most (if not all) GPS receivers support DGPS so that cannot be a problem.
