Streets and trips includes some of the same technology, but the ActiveX control (ability to automate mapping) is not part of S&T.. The timing delay you mention is indeed a restriction on the software from the data vendors (specifically Navtech I believe, which must have allowed MS to license their data less expensively than they otherwise would have had to pay).
