How about using the pie chart option in the data mapping wizard?
Here's a quick tutorial I whipped up.. first download and extract the Excel file at: http://www.mp2kmag.com/mappoint/tutorial/piechart.zip .
In MapPoint go to Data | Data MapPoint Wizard and then choose Pie Chart (not Sized Pie Chart). Click next and then say "Import data" and point to the Excel file.
Click Open, choose Sheet1, and then Finish on the next Dialog (accept the defaults). Note that if you wanted to do this on points, you could have a spreadsheet with point location information (address, city, state, zip or lat/lon) and specify those.
Finally, click Finish, choose to map all the columns, and then Finish. You end up with a slightly non-politically-correct map of the midwest (which you can view here: http://www.mp2kmag.com/mappoint/tutorial/midwest.jpg
I hope this helps.. if you really need pushpins for any reason and not these type of pie charts, it will be some work creating a bunch of custom pushpin symbols.. do-able, but a lot of work.
