Error adding MapPoint Add-in

I have a MapPoint Add-in DLL that works fine for all users with administrator privileges but when I try to add it for a normal user I get the following error: filename.dll is not a valid Office add-in. Is this something peculiar to my application or does MapPoint require admin privileges to add add-ins? Anyone else seen this?
