I am sending a string from oracle to Java where that String is encoded to Bytes and sent to Mappoint server for Processing,but while decoding at server i am getting an invalid string.
Any pointers regarding the same.

I think you are talking about MapPoint webservice. There is a separate forum for it here where you probably have more luck. This is for the desktop version of MapPoint. And I really dont know it myself otherwise I should give the right aswer here as well
