How does one programatically in VB present anoutlined label caption with text of my choice beneath a location (push pin, or image) like the one displayed in MP2K when a location selection is made from the pop list?

We had some difficulty finding the answer to this question. Unfortunately, the answer appears to be that there is no programming interface to this pop-up text label functionality.
