Where can I find a through discription of what MapPoint does and doesn't do and what exactly the MapPoint Web Services is?

My interest starts with wanting to get maps for my PDA for travel purposes. Since these seem to be limited to US and Europe, the idea occures to me that perhaps I can create maps on my own with MapPoint.

Presuming map creation is possible, how long would it take to do a rudamentary street layout of a town that measures 4km by 4km. (my wild guess is 40 hours)

on www.mp2kmag.com there are some articles you can look for. I found this link for the mappoint webservice also:

There is also a way to get maps from mappoint to your pocket pc: you can use pocket streets for that. There is a button to export the map ( if it is not too huge ) to pocket streets.

I don't think it's possible to create your own maps.
