inqury about Delphi 7 and maps

Hello,

I'd like to talk a little about Delphi environment and maps.
I have collection of points in their longitudal and latitudal
coordinates (degrees, minutes, seconds). It's displayed by means of TChart (top view).
This set of points is scaled so they're always shown at maximum enlargement in a window.
I'd like to put bitmap (or other graphics format - jpeg, png, if it's possible)
picturing map of terrain, as background, to this set of points. Of course map coordinates
must agree with coordinates of points, and scale as well. Map must be installed
on the local hard drive. How should I set about it?. What maps could I use
(available on the internet)?.

I tried to implement Google Maps via Google Maps Downloader v. 4.85. I've downloaded
map but it's consisted of little png files, size 256x256 pixels. Names of these files
are numbered: first number is a row in a map, second number descripts column.

Perhaps there are ready-to-use modules available?. Perhaps my problem is not one-off?.
If such programs or modules exist could You direct me to the source code?.
