Is it possible to limit the map so that the user can only scroll around, zoom, etc. within a specific boundary? We integrated mappoint with our vb.net app and the users don't want to scroll all over the world...they just want a specific state or city. We are using the mappoint control and displaying the map within a win form.

I would think you should be able to bounce them back to the around you want to limit them to.. Look in the documentation for Events -- look at the AfterRedraw and AfterViewChange events.
