Location Sensor innacuracy?

I live in Tampa Bay. I'm trying to locate a particular GPS point at 12/31/1991 27.5463N by -82.3323 W (in the middle of the bay, bridge rubble location).

MapPoint says this is about 30 miles inland. Conversely, all of the Hillsborough county reefs from http://floridaconservation.org/marin...y=Hillsborough wind up inland. Consistently off.

Is this a problem with the location sensor? Help!

Thanks. I'll implement. I'm pretty sure that's it.
