This template contains all the counties in the US rendered as white polygons with white borders on top of the roads.

This would enable you to delete one of the polygons or change the fill to "no fill" to display a single county with the rest of them "whited out".

The file above was originally created with an earlier version of MapPoint, I think MapPoint 2006, and thus MapPoint 2013 could not open it.

Here it is again
1st: opened with MapPoint 2010 and re-saved and
then: opened with MapPoint 2013 and re-saved.

So download this file to use with MapPoint 2013 --

I have a version of this for MapPoint 2011 now as well. Let me know if you need it and I will post.
