Is MapPoint capable of programatically returning a list of roads which intersect another already named road (within a 10km radius)?

Not 'out of the box'... you'd have to do something clever with reverse geocoding (see the articles section) and intersection geocoding (test when there's an exact match). I can't imagine this could ever be fast. - Eric
