Multiple/duplicate balloons for each plot

I am using the MapPoint control in a Visual Basic 6 (VB6) application. On
some machines, successive plots do not get replaced, yet duplicate balloons
will appear for the same plot, except an index number is added on the label
(ex: "VEHICLE1 2", "VEHICLE1 3", etc.). It happens with both 2004 and 2006 versions. Using XP Pro SP2.
Has anyone experienced this?
