Not so far. I only got this answer from the microsoft.public.mappoint "This has often be requested, but I don't have an easy answer for you unfortunately. The only way this could be done that I am aware of is intercept the "SelectionChanged" and mouse events and "a posteriori" check if anything was moved that shouldn't be moved, and move it back.
