Here's an interesting application of Microsoft's Virtual Earth designed by Stamen Design in San Francisco: Oakland Crimespotting. The application allows you to track crime by type (murder, robbery, simple assault, etc.) and over time (note adjustable slider on left in image below), allowing users to analyze for patterns and trends.

While not affiliated with the City of Oakland or Oakland Police Department (data is obtained from Crimewatch, Oakland's community website), Oakland Crimespotting demonstrates how the Virtual Earth application could be leveraged to*allow constituents*access to*civic information in a quick, easy and intuitive manner.
