    The paper spends much of its time defining free & open source, as well as the geo-software ecosystem. This is useful, but then they concentrate on just pure GIS systems - and not various related mapping systems (eg. MapServer) which are not pure GIS systems. Similar complementary review papers covering these other software categories would be useful.
