Hi; This is a problemfor me too.
I want to create my own terrain map. As You said;
I have latitude, longitude and altitude data for a city.
I want to create a new map.
Please attention this point "I don't want to design a new map in MapPoint 2006's maps according to population data."
Do you mean a (a) normal MapPoint map the style of map being "Terrain"?
... or (b) do you mean an accurate representation of different altitudes of the hills around the city?
My understanding of the MapPoint altitude property is that it only controls the notional altitude from which you see a map. So (a) is easy, just set the mapstyle to Terrain, but (b) is not possible I think

please forget what I said.
Now,Please search 'California' in MapPoint2006 and set the map sytle Terrain Map. You will see detail map.
Now, Please search 'izmir' in Mappoint2006 and set the map style Terrain map.
You couldn't see detail map as California.
Now, I have latitude, longitude and altitude data for izmir. I think that this datas are enaugh to create a new terrain map.

Are the longitude and latitudes on a grid (aligned with longitude and latitude)?
If so, our GridImp product might work:
GridImp: Import Gridded Data into Microsoft® MapPoint®
There are quite a few caveats you should be aware of. The terrain is drawn as shapes. Colors are limited (a MapPoint limitation). GridImp is also difficult to use.
The resolution of MapPoint away from the data areas (eg. North America in the North American version) is limited - ie. the resolution of your results will probably be more limited than your data.
