    I am sitting here thinking that if I just snapped the cluster lines to the roads I wouldn't need to have them cross on intersections because it would snap to the nearest roads, not cut across them....

    Eric there is a trial version for MPCluster. It doesn't really say it but you get a 15 day trial I believe.
