? Send Behind roads using the programmatic interface

Could someone point me in the correct direction, I am trying to programmatically send a filled polyline that looks like a diamond behind the roads on the map using the Mapctl.

I have the code working that builds and fills the polygon but I can't seem to find how to select and send the polygon behind the roads on the map like you can using the draw tool
