A full version/installation of MapPoint is required. The OCX file itself does not have the map data.

What's a cie?
I guess it depends what your customer wants to do. S&T only does what you see out of the box, there is no programmatic or OCX capability.

im gonna try to be more clear (sorry for my english)
1-we develop an application that can be use on road ...
i need to know if i can implement STREETS&TRIPS(Cheap one) inside my own application .
2-if i need to buy the full version of MAPPOINT to develop ok no problem
but can my customer have to buy the MAPPOINT full version just to see the map inside my apps (hope not)
3-in another way , Can i Buy the full version of MAPPOINT, implement north america map , and tell my costumer to buy the STREET&TRIPS version to use it ?

There's no way to programmatically control S&T, a program written for MapPoint will not work with S&T.
Also, you cannot really integrate the S&T program with a custom application, not like you can with MapPoint.
No matter how you ask the question the answer will not change, sorry! :-)
About the best you can do is use WinBatch or the SendKeys function to automate S&T, I have done some simple VB programs that control DeLorme StreetAtlas using WinBatch, presumably you could do a similar thing with S&T. It's kludgy but it can work.

The run-time is a misnomer / mis-leading.. there is a 10-pack reseller license for resellers but I understand it's going away..
Contact maplic@microsoft.com for your best option.
