Access/Mappoint Lat and Long

Can anyone tell me how to get a decimal lat and long (in Access) to geocode onto mapPoint? I'm not sure whether this is an Access issue or a Mappoint issue as the lat and long keeps reducing down to two digits.

Also please clarify how you differentiate between East and West and North and South.

Any assistance would go towards helping to unscramble my brains. :?
