what is the difference between map point and map point web service/

Mappoint is precides that it is also a stand alone program, an activeX control that you can use in your own applications.
Mappoint web service is a mappoint-like application that run somewhere on the wide web on a microsoft server. You can make a website (or normal GUI application) where you do calls to that service over the web to do the same things as in local mappoint.
This explanation might not be totally correct, but it gives an idea. Check also the mappoint web service on this forum where you will find similar questions. I personally only user mappoint (not the web service).

As with Wilfried, I mainly specialise in the desktop version of MapPoint.
