Printing without labels

I have created a sales territory map and would like to turn off all labels except for the territory names. The State and City names are making the map very difficult to read. There has to be some option better than just changing the size of the text. Who would make a program of this caliber and not allow the user to be able to turn on and off the State and City names? Also, would like to change the font/color of the territory names so that they standout a little more. Any ideas?
