Reverse Geocode base on Zip?

We need to reverse geocode based on a zip 5+4. In essence, we need to get back the following:

1. City
2. State
3. Lat / Long
4. Address (optional - nice to have but not a showstopper)

Can this be done with the MapPoint Web Services API?
