Showing Single State or Area

Is there a better way to show a single US State other than the trace and whiteout idea? For example, I simply want to show how many people live in each county of New Jersey. Because the label Philadelphia is so large, it cuts into the state of NJ.

Please help!!

Even if MapPoint2002 is the wrong program, suggestions of another program would be welcome too.
