how can I develop my project?

hello all..
I have a project "Taxi dispatcher system" ,this system use digital map and GPS to find the closest taxi to a customer
also,it tracks the taxi movement on the map
when a customer request a taxi,the system determine the customer position on the map and then determine the all taxies
positions on the map using GPS and then finds the closest taxi to the customer
I use c# language to implement this system
but I never know what software I should use it to open and deal with map
and what map format I should use ..
Remeber the map should have details about streets and landmarks like restaurant,hospitals,..etc

so please guide me to the map format and the program that open it
the program should have interface to visual studio.net
so I can access the map via the program

With mappoint you can just drop a mapointcontrol (activex) on a form and you are started to do exactly what you want.

i have done a couple of projects on GPS solutions.
Currently i am working on a new application.

and i would suggest to use .net application, while using .net u can easily navigate through the maps and even ur personal application will b good looking.

i have the source code.
