I am looking at MP2004 to route delivery of meals to the homebound, and where different routes have different pick-up points. Can MP2004 do this to some extent ... at least better than using a wall map and pushpins.

I would say that MapPoint could do it better than a wall map with pushpins.
Why not get the demo from Microsoft and give it a try?
