Web based Mapping Solution

I need to create a 100% web based mapping software solution that will allow user to interact with a base map with the ability to add/subract or change layers at will. In essesnce a web version of the desktop software Map Point. This app will be used to overlay specific data nothing to with driving dirtections or low level objects. What tool would you use to create this software? I have heard that some people have created server based version on MP 4.0. thks
