I'm interested in a mapping program that will allow me to color code counties across the US for different product & distributor assignments. Does it do this? Does it also allow importation of data from excel spreadsheets to show store locations and volumes by store?

Short answer: yes!

Have a look through the articles on this website. Yes they tend towards programming problems and solutions, but they should give you an idea of what is possible. Yes you can color counties, import data from Excel, plot points ("pushpins"), etc. without programming.
