These are the same product, there should not be such a price disparity. To be more precise, there are two MapPoint 2004's, the version with the European maps that is only sold in Europe, and the North American maps version which I believe is only available in the U.S. There are some educational and gov't licensing schemes, also if you have volume licenses it's possible to purchase just the media, is that the pricing you may be seeing?
